Office
of the National Education Commission of Thailand (ONEC), in collaboration
with international alliance of education reform, cordially
invite you to the Third International Forum on Education Reform:
Education Decentralization Revisited: School- based Management.
This forum has been a venue for policy makers, researchers, school
administrators and teachers, community leaders and private sector
as well as educators to exchange views as well as current development
of education reform worldwide. Active participatory approach from
forum's participants through keynotes, panels, roundtables, paper
presentations, and demonstrations has been praised as a distinguish
characteristics of this 400- people event.
Background
In July 2001,
representatives from 12 countries gathered in Bangkok, Thailand,
to present and showcase progresses of education reforms with the
hope that this idea sharing would shed light on educational improvement
in their respective countries. A conclusion drawn from that forum,
the First International Forum on Education
Reform: Experiences in Selected Countries, intellectually
indicated that most countries deem education reform as a promising
chance to maximize learners' quality of life through schooling as
well as lifelong learning. As such, ONEC, with the collaboration
of many international organizations and embassies in Thailand, has
instituted this forum into the calendar of educators worldwide to
explore ways, means, progresses, and possible collaboration of current
educational reforms. For example, the Second
International Forum on Education Reform: Key Factors in Effective
Implementation, which was successfully held in September
2002, welcomed more than 400 participants from 23 countries to broaden
a comparative perspective on key success factors of existing reform
implementation.
To follow
this tradition, the Third International Forum on Education Reform
will explore the notion and sustainable practices of School- based
Management (SBM) contributing to learning improvement in Australia,
Cambodia, Canada, the People's Republic of China, Denmark, France,
Germany, Hong Kong (Special Administrative Region of the People's
Republic of China), India, Indonesia, Japan, Korea, Laos PDR, Luxembourg,
Malaysia, New Zealand, The Philippines, the Republic of China, the
Russian Federation, Singapore, Sri Lanka, Taiwan, Vietnam, the United
Kingdom, the United States of America, Uzbekistan, and Thailand.

Theme
and Sub - Themes
The main theme
of this year's conference is "Education Decentralization Revisited:
School- based Management" that will highly review, reflect,
and redefine the current movement of education decentralization
as a major push for education reform in 27 countries. Along this
discovery path, SBM, an abbreviated initials of School- based Management,
will be comparatively re-examined in many aspects, with different
names including "School-Site Management" or "Self-
Managing School" (Caldwell and Spinks, 1998). Even though the
difference in its term is still arguable, the main idea of SBM directly
refers to "an education decentralization of authority to education
institution to improve its performance". Therefore, this forum
can be developed into 4 sub-themes to reflect the nature of SBM
as follows:
-
SBM and its potential in promotion education decentralization,
- Linkage between SBM and learning improvement,
- Institutional
leadership and whole- school reform, and
- Key factors
for an effective SBM.
From those
sub-themes, areas of discussion reflected in roundtable discussion,
demonstration session, and paper presentation will be expanded into
various topics (curriculum development, learner-centered approach,
resource management), types (schooling and non- schooling system),
and levels of education (primary, secondary, and tertiary education).

Forum
summary

Publication
Research papers,
keynote speech, texts, and summaries of group discussions from every
session will be documented in the form of a proceeding paper to
be issued in February 2004.
Call
for Paper
All participants
are invited to submit papers on the said themes that highly focus
on the empirical evidences of SBM. Each paper should concurrently
present the main idea as well as empirical result in following sub-themes:

School development,
- Improving classroom activities to maximize learning outcomes,
- Teacher and career development at school/institutional level,
- ICT in school/ institutional level,
- Local curriculum development,
- Public/community participation in school/learning institution,
- Indicators for student/school's performance,
- Vocational/technical education and institutional development,
and
- Higher education
Each participant
will be able to submit only one abstract (600 words) by July 31,
2003. A panel of experts will select those papers to be presented
at the Forum. Relevance to the theme of the conference, freshness,
and originality of the approach are among the major considerations
in the selection. Each accepted paper will be assigned to an afternoon's
parallel session to be presented by the author for 20 minutes. Only
accepted papers with availability of the presenters will be compiled
into the official proceedings.

Directions
to the Hotel
Upon
arrival at Bangkok's Don Muang International Airport, you have options
for reaching the Ambassador Bangkok Hotel. All ground transportation
is extremely comprehensive and comparatively inexpensive.
Airport
Bus: Airport buses busying between Don Muang Airport and the major
downtown destinations will cost you only 70 Baht. The bus stop is
at platform of International and Domestic Passenger Terminals. You
can catch the airport bus no. A-3 (one-hour drive) that goes to
the Ambassador Hotel.
Taxi: Upon
arrival you can contact Taxi Stand in front of the Arrival Hall
at the International Passenger Terminals and inform that you wish
to go the Ambassador Bangkok Hotel. A driver will safely take you
to the destination with 50- Baht surcharge and the normal charge
indicated in the meter. In addition, you may want to proceed upstairs,
to the Departure Hall and catch a taxi that has just dropped the
passengers. In the latter case, the surcharge will not be taken.
Weather
September
in Thailand is at the end of rainy season. In Bangkok, the average
temperature is 28o C. The rainy season is still pleasant time to
visit Bangkok as downpours are usually short, with the sun returning
within a few hours.

Participants
from overseas should hold a valid passport or travel document. Some
nationalities may be also required to obtain entry visa to Thailand.

locality or visit www.mfa.go.th to check requirement of entry visa
to Thailand.

Exchange
In Bangkok,
exchange facilities for cash and traveler cheque are available in
banks, hotels, and foreign exchange booths located in tourist areas.
Major international credit cards, such as American Express, Diners
Club and VISA are accepted by major banks, restaurants, hotels and
shops.
Language
The official
language of the conference will be English. Thai translation will
be provided only in the morning sessions.
